ANTAI provides motorway companies with a solution to manage toll non-payment notices


Are you a motorway or road infrastructure concession operator? ANTAI allows you to query EUCARIS (the EUropean CAR and driving licence Information System), a network that facilitates the technical exchange of vehicle and driver registration information between different countries in the event of unpaid tolls.

What are the implications of non-payment of tolls for all-electronic tolling motorways?

Non-payment of tolls represents a significant issue for motorway and road infrastructure concession operators, particularly in instances when drivers from neighbouring countries fail to pay.

The French Mobility Orientation Act No. 2019-1428 of 24 December 2019 required motorway and road infrastructure concession operators to implement all-electronic tolling. This latest generation of tolls identifies vehicles electronically, allowing them to pass through barrier-free toll plazas at motorway speed. Since these systems are a prerequisite of most new motorway concession contracts, they are expected to become widespread across France within the next decade.

It is anticipated that this will have a direct impact on the number of unpaid toll offences, which could increase significantly in the near future.

In light of these challenges, Directive 2019/520 of the European Parliament and of the Council of 19 March 2019 paved the way for the transnational exchange of information on the failure to pay road fees, via the EUCARIS network.

The EUropean CAR and driving licence Information System (EUCARIS) is a ‘peer-to-peer’ platform that enables the cross-border exchange of registration data on drivers who have committed traffic violations. This system simplifies proceedings by treaty-signatory parties in cases involving transnational offenders.

Note that ANTAI's support for motorway concession operators through the EUCARIS database query service does not include collecting fines, or direct assistance to users.

ANTAI serves as the national contact point for France and has been appointed by the French government to act as an intermediary between the motorway concession operators and EUCARIS. Its role is to identify the registered owners of foreign vehicles that have committed an offence by evading toll payments.

What are the benefits of entering into an agreement with ANTAI?

Once an agreement is in place between both parties, the motorway concession operator can, via ANTAI, query EUCARIS to retrieve the information needed to send payment notices to users in member countries.

How do I enter into an agreement with ANTAI?

In order to benefit from the EUCARIS query service via ANTAI, please visit the ANTAI Partners website, and navigate to the 'Partner accounts' section.

The agreement process is entirely digital and paperless. Download the agreement template, then fill the document in and sign it electronically, lastly, upload it to your personal space.

The agreement will be valid from the date of signing until 31 December 2025. A new 3-year agreement will then be made available 3 months prior to the expiry date, allowing you to renew your membership of the service.
